To contain the impact of the lock-down due to the public health emergency Covid-19, the Italian government has approved a series of ordinances to aid the poor, the unemployed and families. In this section, which will be constantly updated, you will find all the necessary information about the welfare measures adopted.

Domestic Helper and Caregiver Voucher

The domestic helper and caregiver € 500 voucher for the months of April and May, 2020, will be paid out directly by INPS (The National Social Security Institute.)

You can apply if:

  • On February 23 you had a work contract of at least 10hours/week
  • Your work hours were reduced by 25%,
  • You are not already receiving other welfare subsidies or have additional income other than basic income up to €600.

 

The application can be made directly to INPS or via a tax center.INPS

Evictions Are Stayed

Following the Government's adoption of Law 27/2020 containing measures of relief for the population, all evictions procedures and release of real estate are stayed till September 1, 2020.

The baby-sitting voucher will increase to € 1200 (instead of € 600.) Parentes with children up to age 16 who work in the private sector or are public dependants employed in the fields of medicine, security, defense and public rescue. The voucher can also be used to enroll kids in summer camp, childhood integrated services and socio-educational neighborhood programs.

Commuters' Refunds

Commuters who for reasons of work or study habitually use railroads and local transportation can apply for a refund if the following circumstances apply:

a) They are holders of a railroad or local transportation pass valid during the slate of time affected by Government’s Decree N. 6 of February 23, 2020, and N. 19 dated March 25, 2020;

b) Can declare, under their own responsibility, by means of a self-certification pursuant to Presidential Decree N. 445 of December 28, 2000, that they could not use the pass, totally or in part, due to the previously cited measures adopted by the government.

Those who intend to apply for a refund must do so directly to the carriers responsible for railroad or local transport, making sure to emphasize the impossibility to travel during the previously outlined periods. Within 15 days of receiving the application, the carrier must issue a refund by means of:

Voucher for the amount of the pass to be used within a year of its issuance,

Lengthening the duration of the pass for the same period in correspondence to the length of time during which it was not utilized.

Bicycle Voucher

If you are 18 years or older and reside in a region's capital, a metropolitan area, a province's seat, or an administrative center with a population of over 50.000 inhabitants, from May 4 th (date Prime Minister's decree became effective) to December 31, 2020, you will receive a 'mobility voucher' equal to 60% of the expense, but not superior to € 500, to purchase:

  • bicycles, including those with assisted pedal power, as well as personal mobility vehicles mainly powered electrically such as segways, hover boards, kick scooters and mono wheels, in other words all means of individually shared mobility with the exception of cars.

You can apply for this 'mobility voucher' only once, and it must be used only for the specified means of transportation.

Vacation Voucher

Following the adoption of the Relaunch Italy Decree family units with an ISEE (Indicator of equivalent economic situation) income of not over € 40.000 are eligible for a tax deduction during the year 2020, for expenses incurred while making use of services provided by a tourist accommodation facility be it a bed & breakfast or an agritourism throughout the national territory.

The tax deduction, a maximum of € 500 per family unit, can be claimed by a sole member of that unit. The tax deduction is calculated based on the number of members/family, therefore the deduction for a family of two will be € 300, for a family of one € 150.

1) The expenses must have incurred on one occasion only and billed by one tourist accomodation, in other words by a single bed & breakfast or agritourism;

2) The payment must be documented by an electronic invoice or a commercial document and the tax code of the individual who will claim the deduction must be on it;

3) The payment must have been made without recurring to or using platforms or telematic portals different than a tour operator or travel agency.

The voucher must be utilized in the following way: 80% will be discounted from the total to be paid while the remaing 20% will be deducted from one's tax declaration.

Relaunch Decree: Emergency Income (REM)

The emergency income subsidy (REM) is a measure that aims at aiding families during the COVID – 19 emergency. The subsidy will consists of two installments, each ranging from € 400 to 800. To qualify you must reside in Italy, have accumulative income and assets inferior to the established limit and an ISEE (Equivalent Economic Situation Indicator) inferior to € 15000. This subsidy is incompatible with other benefits already adopted by the government in response to the COVID – 19 emergency. Furthermore it is irreconcilable with the presence within a family unit of individual/s who receive a direct or indirect pension (with the exception of a standard disability allowance,) are regularly employed and whose yearly income is superior to the established limit, or are the recipients of the basic income subsidy.

Request for the REM subsidy must be filed by June 2020.

Relaunch Decree: New Workers' Benefits 

Due to the continuing COVID – 19 emergency, the Relaunch Decree has renewed already existing workers' benefits while adding new ones:

  • Self-employed professionals, workers with fixed term contracts (co.co.co,) the self-employed enrolled in INPS separate national insurance and pension fund, and seasonal workers in the tourist industry who have received the € 600 income subsidy for the month of March, will also receive it for the month of April.
  • Agricultural workers who have received the € 600 income subsidy for the month of March will also receive it for the month of April.
  • Self-employed professionals who have experienced a reduction of at least 33% of their income during the second two months of 2020 with respect to the income reported for the same period in 2019, will receive a subsidy of € 1000 for the month of May. Fixed term contract workers who are enrolled in INPS separate national insurance and pension fund and meet the requirements, will also receive the € 1000 subsidy for the month of May.
  • Seasonal workers in the tourist industry whose job was involuntarily terminated during the period from January 1 st 2019 to March 17 th 2020 will receive a € 1000 income subsidy for the month of May.
  • Numerous categories of employed and self-employed workers who, due to the consequences of the COVID – 19 emergency, have ceased, reduced or suspended their activity or have lost their employment will receive for April and May the € 600 monthly subsidy (seasonal workers not employed in tourism and on-call workers are also included.)
  • Domestic workers who have one or more job contracts that amount to a minimum of 10 h/week work and do not live with with their employer, will receive an income subsidy for the months of April and May equal to € 500/ month.

Vouchers to Buy Food

Vouchers to Buy Food and First Necessities: individuals and families in need are the priority

-- Thanks to Civil Protection Department Ordinance 658 all Italian municipalities have received funds to distribute to peope in need under the form of vouchers that can be used to buy food stuff and first necessity goods.

Every municipality will devise the criteria for allocating the vouchers and the amount to be distributed. Families and individuals who have borne the economic brunt of the Covid-19 state of emergency will be the beneficiaries. Priority will be given to those that have not received any other public assistance such as Basic Income Guarantee, REI: Basic Income Subsidy for Migrants, Unemployment benefits under the form of NASPI or cassa integrazione, etc.

As specified in Art. 27, Paragraph 1, of Leg. Decree 251/2007, the beneficiaries of international protection are entitled to receive the same treatment as Italian citizens. This includes being eligible to request the vouchers.
