PERSONAL IDENTIFICATION DOCUMENTS ARE EXTENDED till December 31,
All personal identification documents (IDs) issued by competent Italian authority that expired, or were about to expire, during the period following March 18, 2020, are automatically extended till December 31, 2020. Instead for the purpose of expatriation, the original date on the document is what will be considered valid.

The deadlines for submitting regularization and emergence requests are extended from 15 July to 15 August 2020.

From June 1 to July 15, 2020 as an extraordinary measure, it will be possible to file a request for a residence permit so as to promote the transformation of undeclared work into regular employment in the following sectors of the labor market:
- agriculture, husbandry, fishing and related activities;
- personal assistance services;
- domestic work.
Who can file the request:
- Employers can file a request to hire foreign nationals already present in the country or can declare the existence of an irregular employment relationship to be regularized. The foreign nationals involved must have had their picture and fingerprints taken or be present in Italy prior to March 8, and must not have left the country after this date.
- Foreign nationals with an expired residence permit as of October 31, 2019, - not renewed or converted into another type of residence permit – can file for a temporary six month residence permit valid for the entire country..
Those who file the request must have been present within the country as of March 8, and must have been engaged in the above listed activities.
Should a foreign national obtain salaried employment (in the field of agriculture, fishing, husbandry, personal assistance services, domestic work) during the temporary six month residence permit, the temporary permit will be converted into a residence permit for work purposes.
The requests can be filed in accordance with the procedures set by the Ministry of the Interior at a:
- Unified Immigration Desk,
- The Questura Immigration Office.
The requests can be filed after the employer has paid a lump-sum non-refundable contribution of € 500 to cover the expenses related to the transformation of undeclared work into regular employment for each worker. If the request is made by a foreign national the non-refundable contribution is € 160.
The requests will not be considered if:
In the last 5 years the employer has been found guilty of aiding illegal immigration, crimes directly related to the recruitment of persons for the purpose of prostitution or of minors to employ in illegal activities, or of acting as a gang master and of labor exploitation.
If the employer does not sign the residence permit at the Unified Immigration Desk or refuses to hire the foreign national.
Foreign nationals who have received an expulsion order, who are the subject of alerts issued for the purpose of denying entry to the country, have been found guilty of sexual and drug offenses even if it is a non definitive judgment, facilitating illegal migration or other offenses related to the recruitment of persons for prostitution or minors to be employed in illegal activities, do not qualify.
Nor do foreign nationals who are considered a threat to the public order qualify.
From the moment the decree becomes law to the point when the procedure is finished all criminal and civil actions are suspended against employer and worker for:
- Employment of a worker for whom a request of regularization has been filed,
- Illegal entry and stay on national territory.
During the length of the procedure the foreign national cannot be expelled except for very serious reasons.

The spread of the Covid-19 virus is an emergency in Italy and throughout the world.
To safeguard everyone's health it's important not to leave one's residence and move only for the following reasons: necessity to work; survival necessities; health reasons; reentry to one's home.
In the absence of a valid reason, you will be subjected to sanctions.
To avoid spreading the infection, measures have been taken that modify certain aspects of the international protection application procedure.
1. Do you need to apply for international protection?
The police Immigration Offices are closed to the public, but you can go to the Questura to manifest your intention to apply for international protection; your request will be examined as quickly as possible.
2. Are you waiting to be summoned for your interview in front of the Territorial Commission? Was your appearance scheduled during this period?
To avoid spreading the virus, the offices of the Territorial Commission are currently closed to the public, and the interviews are suspended. As soon as the state of emergency finishes, the Commission will let you know the new date for the hearing, following normal procedure.
Remember every communication and notice from the Commission and other authorities will be sent to the last address you have given. If don't live in a reception center, please make sure that your last name correctly appears on the door bell.
3. Are you waiting for the response to your request for international protection?
You will receive the answer to your request as soon as possible.
If you have received a positive response during the state of emergency, you must wait till it ends to go to the appropriate police station and request the residence document.
In case you receive an unsatisfactory answer, be aware that due to the difficulties caused by the state of emergency the deadline to file an appeal has been suspended. This means you have additional time to file it. You can use this period to contact your attorney or your legal counselor in the reception center where you live.
4. Do you need information on how to proceed or need to send documents to the Territorial Commission?
Currently the Territorial Commission offices are closed to the public. You can send an email to the Commission responsible for your case. For the address see the attached chart.

NOTICE – RESIDENCE PERMITS: APPOINTMENTS AT POLICE HEADQUARTERS ARE POSTPONED
Following the Law Decree n. 9 of 2 March, the summons to the Police Headquarters, received at the time of submission of applications relating to residence documents, could be postponed and any new dates will be communicated by sms.
